An Inverse Almost Ideal Demand System for Oysters in the United States: An Empirical Investigation of the Impacts of Mandatory Labels AgEcon
Dedah, Cheikhna O.; Keithly, Walter R., Jr.; Diop, Hamady; Kazmierczak, Richard F., Jr..
In 1991, mandatory warning labels were imposed on the sale of oysters harvested from the Gulf of Mexico. Using an IAIDS model, this paper investigates the impact of these labels on the demand for Gulf product as well related oyster products (the Chesapeake, the Pacific, and imports).

Analysis of United States and European Union Import Demand for Shrimp AgEcon
Poudel, Pawan; Keithly, Walter R., Jr..
Based on 1990-2004 quarterly data, U.S. and E.U. demand for imported shrimp by alternative supply sources was examined within an Almost Ideal Demand System framework. For the United States, supply sources included Central America, South America, and Asia. Supply sources for the European Union included Asia, South America, and Rest of World. All own-price elasticities for the U.S. system were found to be elastic while all own-price elasticities associated with the E.U. system were found to be inelastic. With few notable exceptions, estimated cross-price elasticities suggest substitution among import sources. Finally, shrimp of Asian origin were found to be highly expenditure elastic in the US market while shrimp of South American origin were found to be the...

Buyback Programs for Capacity Reduction in the U.S. Atlantic Shark Fishery AgEcon
Larkin, Sherry L.; Keithly, Walter R., Jr.; Adams, Charles M.; Kazmierczak, Richard F., Jr..
Declining fishery stocks, increasing fishing effort and adverse market conditions have produced difficult financial situations for fishermen worldwide. Several high-valued fisheries are considered to be overcapitalized. The purchase and permanent retirement of fishing vessels and/or permits under a buyback program is one approach for reducing fishing capacity. Evidence from previous programs, however, suggests that buybacks are not a panacea for solving overcapacity problems. Whether such programs can help rebuild stocks and improve the financial condition of fleets in any specific fishery depends on a multitude of factors. We consider the potential of a buyback program for the U.S. Atlantic shark fishery.

Dynamics of Heterogeneous Congestion Tolerance in the Location Choices of U.S. Gulf of Mexico Shrimp Fishermen AgEcon
Ran, Tao; Keithly, Walter R., Jr.; Kazmierczak, Richard F., Jr..
Location choice is one of the most important short-run decisions made by commercial fishermen. Previous studies of location choice by commercial fishermen have focused primarily on site fidelity, profit-maximization behavior, and risk attitudes as factors influencing their location choice behavior. Although the recreational literature gives extensive consideration to the influence of congestion on site selection, few studies have considered the influence of congestion tolerance on site selection in the commercial fishing sector. This study uses a mixed logit model to analyze the heterogeneous congestion tolerance in location choice among U.S. Gulf of Mexico shrimp fishermen. The dynamics of fishermen responses to economic conditions are compared and...

Economic And Physical Measures of Efficiency: the Case of the Gulf of Mexico Grouper Fishery AgEcon
Diop, Hamady; Keithly, Walter R., Jr.; Kazmierczak, Richard F., Jr.; Diagne, Assane.
Results indicate that both long- and vertical liners experience random shocks as well as inefficiency. The longliners vessel efficiency is increasing over time and crew size and effort are positively correlated with efficiency. The vertical liners efficiencies are also positively associated with crew size as the vessels become specialized in grouper targeting.

Estimating the Economic Damage of Hurricanes Katrina and Rita on Commercial and Recreational Fishing Industries AgEcon
Caffey, Rex H.; Kazmierczak, Richard F., Jr.; Diop, Hamady; Keithly, Walter R., Jr..
A USGS analysis of land change data from satellite imagery and field observation indicated that 217 square miles of Louisiana's coastal wetlands were converted to open water because of Hurricanes Katrina and Rita. Because of their physical location and marine-dependence, commercial and recreational fishing sectors in Louisiana received a disproportional economic impact from the hurricanes of 2005. Storm surge modeling was accomplished using the ADCIRC model with data generated by the National Weather Service on storm trajectory and storm magnitude and detailed data on coastal bathymetry and elevation. In our application of the ADCIRC model, a grid composed of 1 square-mile cells (and encompassing the entire coastal management zone) was used within a GIS...

Estimating the Supply Curve for Nutria Pelts From Coastal Louisiana and the Impacts Associated with Declining Prices AgEcon
Dedah, Cheikhna O.; Isaacs, Jack C.; Keithly, Walter R., Jr.; Kazmierczak, Richard F., Jr..
Nutria harvests vary with price. As pelt prices declined, nutria populations - and wetland degradation – have risen. This paper develops a nutria supply model to predict harvests at various prices which are incorporated into a wetland loss model to determine how alternative incentive programs affect changes in wetland degradation.

Factors Influencing Private Landowner Restoration Investment Decisions in Coastal Louisiana AgEcon
Dedah, Cheikhna O.; Kazmierczak, Richard F., Jr.; Keithly, Walter R., Jr..
Coastal wetland loss has been a major problem in Louisiana, exceeding 1.2 million acres over the last century alone. Although federal, state, and local efforts have attempted to combat this loss from a public perspective, little has been done to encourage private landowners to maintain and protect their coastal lands. This paper investigates the factors that influence private landowners to invest in coastal wetland restoration and maintenance activities in Louisiana. We surveyed private coastal landowners to determine their general socioeconomic characteristics, attitudes toward risks, attitudes toward wetland conservation, current uses of landholdings, and previous investments in wetland restoration and maintenance projects. Using this survey data, an...

IMPACT OF INCREASING IMPORTS ON THE UNITED STATES SOUTHEASTERN REGION SHRIMP PROCESSING INDUSTRY 1973-1996 AgEcon
Diop, Hamady; Harrison, R. Wes; Keithly, Walter R., Jr..
This study analyzes the effects of increased shrimp imports on the price-cost margins in three sectors of the U.S. shrimp industry. Results indicates decreasing price-cost margins for peeled shrimp, breaded shrimp, and headless-shell-on shrimp. The increase in shrimp imports reduces domestic processor prices for shrimp products, therefore decreasing processor margins.

Location Choice Behavior of Gulf of Mexico Shrimpers under Dynamic Economic Conditions AgEcon
Ran, Tao; Keithly, Walter R., Jr.; Kazmierczak, Richard F., Jr..
This study uses a mixed logit model to analyze monetary and nonmonetary factors that influence location choice behavior of the U.S. Gulf of Mexico shrimpers. Shrimpers’ responses to economic conditions are compared and contrasted for two periods related to changing economic conditions in the industry. Results show that even though shrimpers are generally revenue driven in choosing a fishing site, their past experience also plays an important role. Further, changes in economic conditions appear to exhibit an influence on the risk attitudes of some shrimpers.

Measuring Fiscal Effects Based on Changes in Deepwater Off-Shore Drilling Activities AgEcon
Boen, Caroline; Adhikari, Arun; Fannin, James Matthew; Keithly, Walter R., Jr..
This paper accomplishes two objectives. First, this paper estimates a model for oil wells drilled in the Gulf of Mexico using specific time series models. In the second objective, the number of wells drilled are applied to the COMPAS model for Louisiana. Wells drilled are treated as final demand in an input-output model framework to estimate exogenous changes in employment demand. This demand is then applied to a block recursive labor force module that measures changes in key labor market variables. These variables then serve as exogenous variables in revenue capacity equations. These revenue capacity variables are finally applied to local government expenditure demand equations. Per capita demand changes for key local government variables are then...

The Gulf of Mexico Grouper Fisheries: Heterogeneous Fleet and Expectations in Fishermen's Decision AgEcon
Diop, Hamady; Keithly, Walter R., Jr.; Kazmierczak, Richard F., Jr..
This study focuses on Gulf of Mexico Fishermen's expectations about their revenues and risks when participating in the grouper fishery using handlines or longlines. Results indicated that expected revenues follow a seasonnal and a spatial pattern. Fishermen using longline are risk averse while handliners are risk takers.

The Role of Bounties and Human Behavior on Louisiana Nutria Harvests AgEcon
Dedah, Cheikhna O.; Kazmierczak, Richard F., Jr.; Keithly, Walter R., Jr..
In response to nutria-linked degradation of much of its coastal wetlands, Louisiana established the Coastwide Nutria Control Program (CNCP) in January 2002. CNCP instituted, among other things, an ‘‘economic incentive payment’’ of $4.00 per delivered nutria tail from registered participants in the program. To examine whether this bounty has had an impact on nutria harvest and whether alternative bounty levels can, in general, generate additional harvesting activities, we developed a bioeconomic supply model that relates Louisiana’s annual nutria harvests to a suite of economic and environmental factors. Results suggested that the annual nutria harvest is responsive to both the price received per animal and costs. Results also suggested that the nutria...
